This is a grey area. The PPSSPP emulator itself is completely legal and available on the Google Play Store. However, downloading copyrighted game ROMs or ISOs (including modded versions of FIFA 14) is technically illegal unless you own the original game disc. Most modding communities operate on the premise that you must dump your own copy of FIFA 14 from your personal UMD and then apply the patch.
