In a post-apocalyptic world, vampires have emerged from the shadows and are preying on humans. The government has formed a group of vampire hunters, known as Priests, to fight against the bloodthirsty creatures. The Priests are former humans who have been mutated with a serum that gives them supernatural abilities, making them more efficient killers.

The Priest returns to the city with Lucy and Hicks. The Grand Council arrests him for treason, but the people see him as a hero.
