Steam Fix New

Steam would sometimes fail to load custom nicknames, showing raw profile names. Worse, chat history would corrupt. The new fix migrates the chat DB to SQLite with WAL mode. After force-crashing Steam three times, chat history remained intact. Nicknames now appear instantly. Voice chat still has occasional echo cancellation issues, but text is rock solid.
